The Penny Regime was a four-piece who hailed from the Baltimore indie rock scene for almost ten years in various incarnations. Their first album Taking Over A Piggy Bank Near You, was never professionally released and is a rare find indeed. In fact if you have a copy please contact the band as we are all out of them! The next album Mint received rave reviews from various music publications around the country and paved the way for their next album and successive tours. The Regime enjoyed a steady infiltration into young and old minds alike, easily blending classic punk, rock and pop elements with new cutting edge sounds. After Mint the Penny Regime switched out guitarists enabling them to expand their sound in a new direction. The old guitarist Cris Cowan (aka 26, the whistler) went on to become the front man for new wave rockers Two If By Sea. TPR''s last album Mystery Plan X, displays a new level of sophistication while still maintaining their tongue in cheek humor laced approach to rock goddom. Conspiracy Rock N Roll is their battle cry. Raging harmonies and arresting melodies are there weapons. The enemy is you.

About a year after the release of MPX album the band broke up and the front man Carl Momberger (aka Uncle Lead) moved to Arizona and formed the comic acoustic duo The Meat Department. Guitarist Carlos Guillen went on to play in So I Had To with Chef Duff of Ace of Cakes fame and now continues to play in his free experimental project Expanding Man. Bassist John Hornsby (aka Ted Speed) went on to play alongside David Cipriani, formed the short lived but well received Funk Soul outfit Birdbath with drummer Dave Grollman, Jeremy Price of Puddle, Jen Swartout of Sir Rabbit and local jazz / hip hop guru James Garafolo and briefly Marissa Davida. Drummer Dave moved to New York with his wife and daughter and performs in the avante music scene there in a duo with Rob Price. Hornsby continues to write and perform solo acoustic material in Baltimore.
