Two mid-westerners and two north-easterners living in Rhode Island, with influences from England, formed to be Guv in December of 2003. Guv uses an intelligent approach to make emotional connections with lyrics and music. Guv believes in detailed song structure, intelligible lyrics, yet still feels the necessity of the guitar solo. While tending towards solemn seriousness in many of their songs, their underlying goofiness makes room for songs about embarrassing hook-up stories and absurd stage attire. Guv wants to make you think, dance, and then laugh.

In November 2003, Adam Cissell (lead singer, guitarist) was playing guitar with Bryan Ploutz (guitar) one night and told him of how odd he felt not being in a band. During the fall of 2003, Adam had taken it upon himself to personally record the material that he was working on at the time. These recordings later turned out to be Guv''s first indie release "Papercut" (May 2004). Bryan told Adam of his friend, Matt Atwood (drums, vocals), and how he had similarly done a good deal of solo recording. Adam then suggested that another guitarist and mutual friend of theirs, Jeff Zupka (bass), might be interested in starting a band with them. A few weeks later, after a drunken dinner in Providence, it was decided that these four engineers were going to start a band. Adam suggested that the band play the material that he had recorded that fall. He had called this work "Guv", on account of this being his life-long nickname. The others liked the idea and the name and decided to do it. Shortly thereafter, the band began practicing and became more confident with the "Papercut" material. By April 2004, Guv was ready and started to perform the material live. The band played local gigs in Rhode Island and one festival in Delaware, Playa del Fuego, a regional burning event similar to Burning Man, throughout the summer of 2004.

In the fall of 2004, the band had begun to use all of its creative elements in the writing process. The band as a whole worked out ideas in much more of a team fashion. With the new material, the vocals of Matt started to be utilized much more, and the riff-based work of Bryan began to become much more highlighted. This collaborative writing process has brought Guv to a greater depth in its newer material. Recording of this new material began in November 2004 and is currently ongoing. At the same time, the band is still booking shows in the regional area, playing a mix of the "Papercut" material as well as the new material.
